The CRCC By-Laws serve as the cornerstone of our nonprofit organization, providing invaluable insights into our operations and governance.

Within these guidelines, you’ll find essential information about our membership structure, the organizational structure of our Council, procedures for conducting elections, and the specific roles and responsibilities of our neighborhood-elected CRCC Directors.

These By-Laws are not just legal documents under Minnesota law – they are the heart and soul of our commitment to transparency, accountability, and effective organizational leadership, ensuring that we continue to serve our neighborhood with the utmost integrity and dedication.

CRCC | Executive Directors

Council Day-to-Day Leadership

The CRCC has two Executive Directors – contracted and appointed by a majority vote of the elected Council Directors.  They lead all of the external and internal operations of the organization on behalf of the Council and the Membership.

Executive Directors provide the primary leadership of the CRCC and manage the day-to-day work of the organization – including hiring additional staff, program contractors and vendors.  While the Council primarily establishes overall organizational policies, provides financial oversight, approves budgets and other legally required documents.

The Executive Directors have written position descriptions and each have specific duties and responsibilities – with one focusing on Policies & Programs and the other on Operations & Development.

CRCC | Council Directors

Council Directors are Elected to Serve the Neighborhood.

Meet Your Elected Directors: Guiding Our Neighborhood’s Future.

Our dedicated directors are the driving force behind the Cedar-Riverside Community Council, serving two-year terms to ensure the welfare of our community – and our nonprofit organization. 

Get to know the individuals leading the charge in shaping the future of our neighborhood, and discover their vision for a stronger, more vibrant Cedar-Riverside.

CRCC Directors are elected by Neighborhood Resident & Stakeholder Members.

Participation as a CRCC Director is open to resident and stakeholder members. Terms are for two (2) years and are staggered. Elections for half of the CRCC directors occur at the Annual Meeting of the Members.

A CRCC Director represent either a ‘Geographic Resident District’ or an ‘At-Large Stakeholder Caucus’.

 

The two types of CRCC Directors that serve are:

Organized into five (5) ‘Geographic Resident Districts’, Resident Members elect these types of CRCC Directors.

“Of the nine (9) Board seats designated for Residents – two (2) shall be for the Seven Corners area, one (1) for the Cedar East area, one (1) for the Riverside Park area, four (4) for the Plaza area; and one (1) for the Cedars area.”

 
Resident CRCC Directors must be able to demonstrate they permanently reside in the neighborhood.

Organized into three (3) ‘At-Large Stakeholder Caucuses’, Stakeholder Members elect these types of CRCC Directors.

Of the Board seats reserved for stakeholder members – “three (3) seats are for members who represent businesses or corporations in the Neighborhood, one (1) seat for a member who owns a small non-homesteaded property in the Neighborhood and one (1) seat for a student enrolled in an accredited school located within the Neighborhood.”

Stakeholder CRCC Directors must be able to demonstrate their eligibility to participate – and will need to provide appropriate documentation.

The Council Meets Quarterly & Committees meet Monthly

The Community Council meets on a quarterly basis - with Standing Committees meeting every month. CRCC By-Laws states the Council there shall be "no fewer than four (4) regularly scheduled meetings" during the year.

Standing Committees of the CRCC

The Standing Committees of the Cedar-Riverside Community Council are vital working groups dedicated to addressing various community issues and initiatives.

These committees serve as platforms for residents to actively participate in shaping the future of our neighborhood.

The purpose of the Executive Committee is to ensure that the organization can function efficiently even when the full elected Community Council is not in session.


The Executive Committee is a smaller, elected group of Council Directors representing the entire Council. The committee is empowered to act on behalf of the larger body when it’s not in session.


This committee consists of the President, Vice President, Secretary and Treasurer – and is responsible for making decisions and taking action in urgent or routine matters that do not require the full Council’s involvement. Their actions are subject to review and ratification by the larger body at its next meeting.
